It establishes a private connection between an on-premises data center and the AWS infrastructure, which can offer more consistent performance than internet-based connections. VPN alternatives use the public internet and thus may not offer the same level of consistent performance or bandwidth. VPC alone does not signify a connectivity method, and Route 53 is a DNS web service, not a dedicated network connection service.
