The most effective approach is to address the issue directly with the team member in a one-on-one setting. This allows the project manager to understand the root cause of the behavior, reiterate the importance of the ground rules, and collaborate with the team member to find a solution. While discussing the violation with the entire team may seem like a good way to reinforce the ground rules, it could single out the individual and damage team morale. Imposing punitive measures without understanding the situation may not address the underlying issue and could further alienate the team member.
