This is a description of the Delphi Technique, which is a widely used systematic forecasting method that involves multiple rounds of experts answering questionnaires. Each subsequent questionnaire is built upon the responses of the previous round. The intent is to allow experts to converge on a consensus over the course of the rounds. The process is kept anonymous to prevent the influence of others from affecting the individual's estimations.
