When the same product license is assigned from more than one group, Microsoft Entra ID merges service plans using a logical OR. A service plan is disabled only if every assignment of that product license disables the plan. Because AllEmployees enables every service plan, its assignment keeps Teams active even though RestrictedCollaboration disables it.
To ensure Teams is removed automatically, you must prevent the affected users from receiving any assignment that enables the Teams service plan. Removing them from AllEmployees (or otherwise restructuring the groups so they no longer receive the E5 license with Teams enabled) leaves only the assignment from RestrictedCollaboration, which disables Teams.
Running post-processing scripts cannot override the platform's merging logic, and simply adding the separate Microsoft 365 E5 (no Teams) SKU would not help while the original E5 license that includes Teams remains assigned.
