Automatic MDM enrollment for Windows devices that are Azure AD joined is controlled in the Microsoft Entra ID Mobility (MDM and MAM) settings. By setting the MDM user scope for Microsoft Intune to All (or to a selected group of users), any device that a scoped user joins to Azure AD is automatically enrolled in Intune at the same time.
