Uptime Institute Tier III requires the facility to be concurrently maintainable: every critical power and cooling component must have at least one fully independent backup so that maintenance or the failure of any single component does not interrupt IT operations. Implementing N+1 redundancy for both power (separate UPS strings, generators, and distribution paths) and cooling directly satisfies this requirement. Simply adding dual utility feeds from the same substation does not remove a single point of failure, strong physical-access controls address security rather than availability, and hot-aisle/cold-aisle efficiency measures do not by themselves ensure continued operation during component failure. (A 12-hour on-site fuel reserve is also required by Tier III but is not the distinguishing design choice here.)
