With Infrastructure as a Service, the cloud provider is responsible for the physical facilities, servers, storage, networking, and virtualization layer, while the tenant controls the guest operating system and everything above it (middleware, runtime, data, and applications). This allows the startup to harden and patch the OS and install its own security tooling while off-loading maintenance of the underlying hardware and hypervisor.
Platform as a Service removes control of the OS, because the provider also manages the runtime stack; Software as a Service provides only configuration of the application, not OS or patch management; Function as a Service abstracts the runtime even further, offering only per-invocation code execution with no persistent OS access.
