To resize a running Azure virtual machine to a size that is not available on the current hardware cluster, you must first stop (deallocate) the instance. Stopping the instance allows Azure to move it to a different hardware cluster that supports the desired size. Attempting to resize while the instance is running will fail if the new size isn't supported on the current hardware. Increasing resources from within the operating system isn't possible because the sizing is managed by Azure. Cloning the instance is unnecessary and does not directly change its size.
