Azure role-based access control (RBAC) permissions are inherited. When you assign a role at a parent scope, those permissions are inherited by the child scopes. Assigning the 'Contributor' role at a resource group scope grants those permissions to both the resource group itself and all the resources it contains. The user can manage all resources within the group but cannot manage resources in other resource groups or at the subscription level.
