Pre-training is carried out before any task-specific fine-tuning. In this stage, a model is exposed to a very large corpus of generally available, mostly unlabeled data so it can learn broad statistical patterns, grammar, and world knowledge. These generic representations make the model adaptable to many downstream tasks. The other options describe activities that occur in later lifecycle stages (such as pruning after deployment, collecting user feedback during a feedback loop, or implementing data-at-rest encryption) and are not the central purpose of pre-training.
