Infrastructure as a Service (IaaS) provides virtualized computing resources over the Internet and is an optimal choice for businesses looking to outsource their data center infrastructure. IaaS allows organizations to manage their computational, network, and storage needs without the need to purchase, maintain, or house substantial hardware on premises, and provides a high degree of scalability. PaaS offers a platform allowing customers to develop, run, and manage applications without the complexity of building and maintaining the infrastructure, which isn't aligning specifically with the need to replace a data center infrastructure.
