While designing a report page in Power BI Desktop, you add a rectangle shape behind an existing KPI card to create a banner. After adding the shape, it obscures the card. You also want to toggle the banner and the card together by using bookmarks. You open the Selection pane.

Move the rectangle to the bottom of the Layer order list and hide the card visual with the eye icon.

Moving the rectangle above the card would still hide the card, Bring Forward on the rectangle would not expose the card, and hiding only one visual would not let you control them together.
