Navigate to IAM & Admin > Identity > Groups, choose Create group, enter the group name and email ([email protected]), create the group, and immediately add the newly created user as a member. This uses the manual workflow prescribed for creating Cloud Identity users and groups. Granting IAM roles (option B) does not create a Google account, and using Cloud Shell or other services (options B-D) contradicts the requirement to work only in the console's identity sections. Billing or storage settings (options C and D) do not create Cloud Identity principals or groups.
