Nearline is designed for data accessed less than once a month and has a lower GB-per-month price than Standard.
Putting the objects in Nearline from day one would save on storage but would immediately incur retrieval fees while the files are still accessed frequently. Archive storage imposes even higher early-deletion minimums and retrieval latency, making it unsuitable for the first month of heavy use. A dual-region Standard bucket improves availability rather than cost and would actually be more expensive.
